PROBLEM TO BE SOLVED: To provide an image transfer device which realizes high-quality video display by suppressing throughput reduction in image transmission even in a network environment having a large transmission delay, without using various parameters which are difficult to be grasped in an application layer.SOLUTION: Processing of an application layer in which image transmission is performed using a TCP/IP has means of selecting and transmitting a transmission port used for image transmission for one frame of the image or a plurality of the frames. When an image is transmitted, it is determined whether or not transmission processing has already been completed at the port is used for image transmission and the port is unoccupied.
