<P>PROBLEM TO BE SOLVED: To improve the security of a financial institute. <P>SOLUTION: A main controller 200 analyzes the video of a window use integral floor 121 photographed by a window use integral floor camera 301, and enables a user to enter from a window user integral entrance device 102, and analyzes the video of a window user individual floor 123 photographed by a window user individual floor camera 302, and enables the user enter from a window user individual entrance device 105. A package processor 501 checks whether or not a package contains metal, and informs the user that the package is kept, and conveys the package on a belt conveyer or the like. When the validity is not confirmed, an IC card processor 401 notifies the user of a leaving advice from a window use unpermitted person exit device 111 with a display and a voice or the like.
