<P>PROBLEM TO BE SOLVED: To carry out regenerating and conditioning treatments better for a BF<SB>4</SB><SP>-</SP>electrode. <P>SOLUTION: The BF<SB>4</SB><SP>-</SP>electrode 2 that is an object to be treated is made immersed in a BF<SB>4</SB><SP>-</SP>solution, while being energized.
