PROBLEM TO BE SOLVED: To prevent errors in message destinations without imposing a burden on senders and registering a keyword in advance. SOLUTION: A destination detection part 22 determines whether a destination detected in the body of a received email is the same as a destination retrieved in a message storage part 26 corresponding to the destination address of the email, and if they are not the same, inquires a supervisor terminal 3 whether to permit transmission. A mail body check part 23 further classifies emails stored in the message storage part 26 to be transmitted to an address of the received email into a correct category and others into an error category, calculates an error probability that each word will belong to the error category from the occurrence frequency of the word in the correct category and the occurrence frequency of the word in the error category, and if the error probability corresponding to words included in the received email is a prescribed value or higher, inquires the supervisor terminal 3 whether to permit the email sending.
