<P>PROBLEM TO BE SOLVED: To stand in for reporting to a remote monitoring device and identify the presence of an abnormal state of building equipment, when a failure occurs in remote monitoring. Ž<P>SOLUTION: A remote monitoring failure reporting alternate system 10 includes a backup power supply 16, capable of supplying urgent power in service interruption; an abnormality occurrence reporting device 18 for notifying the remote monitoring device 22 via a public line 20 of, as an abnormal signal, the fact that an urgent button 14 of a car 8 of an elevator has been pushed; and an urgent radio transmitting/receiving device 34 disposed on the roof or the like of a building 4, in order to output an abnormality occurrence signal instead of the abnormality occurrence reporting device 18, when it cannot report the abnormal signal. By using them, the system connects to the remote monitoring device 22 via an urgent radio network 24 and a local administration disaster prevention network 28.
