PROBLEM TO BE SOLVED: To prevent water and oil from being separated, to stably store a fuel and to reduce the discharge of a harmful material by stabilizing combustibility in a fuel formed into a small cluster and a method for producing the fuel. SOLUTION: Water formed into small clusters or oil formed into small clusters is formed by forming at least one of the water or the oil into small clusters having prescribed small sizes, and the water formed into the small clusters or the oil formed into the small clusters is mixed with the oil or the water respectively to form a mixed liquid. The mixed liquid is used as the fuel. In another embodiment, the water and the oil are formed into the small clusters to provide the water formed into the small clusters and the oil formed into the small clusters, having prescribed small sizes, and the water formed into the small clusters and the oil formed into the small clusters are mixed to form a mixed liquid.
