PROBLEM TO BE SOLVED: To provide a vehicle body structure and a vehicle capable of sufficiently restraining local bending deformation and restraining vehicle body deforming quantity in collision when a load is input from outside of the vehicle. SOLUTION: This vehicle body structure 1 is furnished with a high energy absorbing member (pillar member 4) a load characteristic in bending deformation of which becomes flat and a high strength member (roof cross member 2, floor cross member 3) and constitutes its characteristic feature of forming a ring shape of the high energy absorbing member and the high strength member. The high energy absorbing member efficiently absorbs energy in collision when the load is input to the high energy absorbing member by collision, etc. against the vehicle V as the vehicle body structure 1 is furnished with the high energy absorbing member the load characteristic in the bending deformation of which becomes flat.
