PROBLEM TO BE SOLVED: To provide an apparatus for generating a carburizing atmospheric gas which can use a nitrogen-enriched gas obtained from a PSA device or a membrane separation device, and can reduce cost, and to provide a generation method therefor. SOLUTION: The apparatus for generating the carburizing atmospheric gas comprises: a carburizing furnace 11 which employs a mixture gas containing a carbon monoxide and hydrogen as the carburizing atmospheric gas; a methanol-supplying source 12 which supplies methanol to the carburizing furnace 11; a nitrogen-enriched-gas-supplying source 14 which supplies the nitrogen-enriched gas; a reactor 15 for introducing the nitrogen-enriched gas supplied from the nitrogen-enriched-gas-supplying source 14 and an exhaust gas from the carburizing furnace 11 to its inside, and making at least one of a hydrogen or carbon monoxide contained in the exhaust gas react with oxygen contained in the nitrogen-enriched gas to produce an oxide; and an oxide-removing device 16 for removing the oxide produced in the reactor 15.
