PROBLEM TO BE SOLVED: To provide a system for integrating images in monitoring and operating a plant which attains the functional separation of a normal-service system from a safety system and can improve the workability in the monitoring operation of a plant. SOLUTION: The system is equipped with a status signal synthesis means 11 which gets display signals (24 and 25) input from facilities in the safety system and a display signal 26 from facilities in the normal-service system and synthesizes one of the display signals (24 and 25) from the facilities in the safety system and the display signal 26 from the facilities in the normal-service system, a display signal switchover means 12 to which status signals (28 and 29) showing a displayed action status whether each monitoring operation screen image in the facilities in the safety system displays manipulators of the facilities concerned or not are input from the facilities in the safety system to switch over the display signal from the facilities in the safety system to be synthesized by the display signal synthesis means 11 in accordance with the input status signals and an integrated monitoring operation screen display which displays the display signal 27 synthesized by the display signal synthesis means 11 as an integrated monitoring operation screen 20 for the plant.
