A method of manufacturing a planting mat comprising a planting base material simple in structure and light in weight because of containing no soil is provided which enables the planting of an artificial ground at a weak building and does not need a filter layer, drainage layer and waterproof layer of conventional planting structures. A planting base material contains a plurality of wood chips and a filler which is filled in a space between the plurality of wood chips and maintains the plurality of wood chips in a plate shape. The planting base material further contains reinforcing material comprising coconut fiber. The filler contains paper pulp of waste paper. A planting mat(200) is prepared by the steps of: mixing 40 to 60% by weight of a plurality of wood chips with 60 to 40% by weight of a paper pulp slurry; putting a mixture of the plurality of wood chips and paper pulp slurry into a mold; pressing the mold; soaking the planting base material in liquid fertilizer; sowing seed(221) on the upper part of a planting layer(220) comprising the planting base material; and coating one side of the seed-sown planting layer with an oxidized starch solution.
