PROBLEM TO BE SOLVED: To increase the strength of a heat insulating panel in which a vacuum heat insulating member is used. SOLUTION: This heat insulating panel 1 comprises two face members 20, 23 opposed to each other, frame members 22 arranged between the face members 20, 23 along the edges of the face members 20, 23, and a vacuum heat insulating body 10 disposed in the space formed by the face members 20, 23 and the frame members. Flange parts 40c, 43c brought into contact with a part of the outer peripheral surface of the frame members 22 by bending them inward are formed at the edges of the face members 20, 23, respectively.
