For regulating a central heating system with water as heat transfer medium and room temperature regulators which act on the radiator valves of the consumers, there are applied as input quantities to a regulator (8), the actuating signal of which acts on the actuating drive (7) of a mixing valve (6), the measured actual flow value of the heat transfer medium after the circulating pump (11) in the consumer circuit (II) and an adjustable desired flow value (Qs). If the flow in the consumer circuit (II) changes as a result of adjustment of the radiator valves (5) by the room temperature regulators (4; 4'), the energy supply into the consumer circuit is changed by adjusting the mixing valve until the regulating difference at the regulator (8) disappears and the heat transfer medium flow has again reached the desired value with correspondingly changed heat content per unit mass. In such a regulating system, no desired value control by the outside temperature is required, and the regulating accuracy of thermostatic radiator valves containing room temperature regulator and control member is considerably improved. <IMAGE>
