PROBLEM TO BE SOLVED: To provide a dust collecting filter excellent in a maintenance property, and a dust collecting device.SOLUTION: A dust collecting filter 1 is a plurality of first members 21, a plurality of second members 22, and a case 3. The plurality of first members 21 is formed into particles. The plurality of second members 22 is formed into particles. The case 3 has an inlet 31a and an outlet 31b of an air flow, and stores the plurality of first members 21 and the plurality of second members 22. The plurality of first members 21 and the plurality of second members 22 are configured by materials different from each other.
