PURPOSE:To smiplify the construction of a device and to improve processing efficiency of an optical character reader by simplifying formation of a data and a registration and operation required for forming the data of a format control data FC. CONSTITUTION:An optical scanning section 10 of an optical character reader OCR scans on a slip and outputs a binary coded image data. This data is stored in a buffer memory 11, and an entire of the OCR is controlled by a control section 12. By the control section 12, an operation control of forming a format control FC and a registration is performed. By the control of the control section 12, a character recognition everyone character of a reading operation of the OCR is done by a recognizing section 13 and a display control of a display section 15 in a display control section 14, an input control from a keyboard 16 and a data transfer between an FC computing section 17 and the control section 12 are controlled. By the computing section 17, based on the display data of the display section 15 and the input data form the keyboard 16, a reading field information is calculated and outputted.
