PROBLEM TO BE SOLVED: To provide a chip discharging device to effect effective and smooth discharge of chip and a rotary cutting tool. SOLUTION: The chip discharging device 1 is provided with a cylindrical casing 2 mounted on the main spindle 3 part of a processing machine. An air hose 6 serving as an air feed member and an air discharge member 8 are situated at the outer peripheral part of the casing 2. A front guide member 19 consisting of upper and lower guide members 19a and 19b are situated at the lower end face part of the casing. An air outlet 18a of an air passage 18 is formed in a joint part between the upper and lower guide members 19a and 19b. The rotary cutting tool 11 forms an internal space 12 between the casing 2 and the rotary cutting tool and chip is discharged through an air discharge member 8 by air through the air outlet 18a.
