PROBLEM TO BE SOLVED: To provide a preparation device and a preparation method for a material with a simple structure capable of efficiently carrying out a convection by a pressurization of the material, a stirring, a mixing, a reaction or the like even in the case of non-uniform material having a high viscosity and different physicochemical characteristics. SOLUTION: The preparation device is provided with a first urging body 2 having a first urging surface 4 of which a periphery is surrounded by a space part and is isolated; and second urging bodies 3a, 3b having second urging surfaces 11a, 11b isolated by a space part and provided so as to urge it in opposed to the first urging surface 4. A material container 10 accommodating a material to be prepared is retained by the first urging body 2 and is rotated. Thereby, the material container 10 is urged between the first urging surface 4 and the second urging surfaces 11a, 11b to prepare the material.
