<P>PROBLEM TO BE SOLVED: To perform bit supply rate control for feedback rate control by a difficulty average avgD in a former GOP (group of picture). <P>SOLUTION: When a picture under currently processing is judged to be the head of the GOP, the difficulty average avgD in the former GOP is obtained, and a value of max<SB>-</SB>sum<SB>-</SB>sup being the upper limit value of the sum of value sum<SB>-</SB>sup of values of supplement is obtained. In the case of avgD>;Ox2,000 and sum<SB>-</SB>sup<;max<SB>-</SB>sum<SB>-</SB>sup, supplement having a positive value is provided to a usable bit rate R. When it is judged to be not avgD>;Ox2,000 and sum<SB>-</SB>sup<;max<SB>-</SB>sum<SB>-</SB>sup and avgD;Ox1,000 and sum<SB>-</SB>sup>;min<SB>-</SB>sum<SB>-</SB>sup, the supplement having a negative value is added to the usable bit rate quantity R, otherwise the supplement=0. <P>COPYRIGHT: (C)2004,JPO |
