<P>PROBLEM TO BE SOLVED: To efficiently use the storage areas of a storage means when obtaining a count value for recycling and a count value for replacement. <P>SOLUTION: A storage means 10 has a count area 10 which forms a counter 12, and a storage area 10B in which one count value can be stored. The counter counts aggregate count values F<SB>(x)</SB>for a first event. To count the partial count values M<SB>(x)</SB>for the first event, the counter stores the aggregate count value obtained at the start of counting into the storage area, and continues counting.
