PURPOSE:To reduce the code quantity in the case of implementing run length encoding and to improve the picture quality of an encoded picture by reading consecutively a nullified quantization orthogonal transformation coefficient. CONSTITUTION:A division means 11 divides a block comprising orthogonal transformation coefficients into plural partial areas and a quantization means 12 quantizes each partial area. Then reading is implemented in one partial area comprising a property in a closing way by using a read means 13 to read quantization coefficients consecutively in one partial area. Since the area is not bridged over other partial area, the probability of intermittent zero run is reduced. As a result, it is possible to make coefficients nullifying quantization values consecutive by providing plural closed read patterns to the partial area and when a run length code is allocated to the area by a run length code allocation means 14, th coding efficiency is improved. |
