SUBSTANCE: device has random number generator, synchronization unit, three AND gates, counter, RS flip-flop, comparison unit, navigation packet feature detection unit, clock oscillator, address detector, packet arrival interval detector, unit of timers. Goal of invention is achieved by introduced navigation packet feature detection unit, address detector, third AND gate, clock oscillator, packet arrival interval detector and unit of timers due to elimination of collisions in multiple-access channel for transmission of navigation packets.
