PROBLEM TO BE SOLVED: To realize a video recording and reproducing device, a video searching device and its method capable of searching a video signal recorded in a digital videotape at high speed or low speed. SOLUTION: The video recording and reproducing device is provided with data stream selecting parts 1, 3 and 5 for selecting a desired input data stream from a received input data stream, decoding parts 7 and 9 for decoding the selected input data stream, a formatter 11 for outputting the selected input data stream as a recording signal to a recording medium and generating a reproducing signal from this to output to the data stream selecting parts, a control part 19 for judging whether the selected input data stream includes a data stream including an I picture, memories 13 and 21 for storing the data stream including the I picture in cooperation with the selected input data stream in the recording medium, and a microcomputer 23 for controlling them.
