PROBLEM TO BE SOLVED: To reduce traffic of a common communication channel between a base station and a base station controller and to suppress deterioration in speech quality of a mobile station to the utmost. SOLUTION: A mobile station 101 moves in a service area 120 of a base station 100. A mobile station 201 moves within a service area 200 of abase station 200. A base station controller 1 is connected with the base station 100 by using a common communication channel 110 and with the base station 200 by using a common communication channel 210.
