PROBLEM TO BE SOLVED: To provide a method and apparatus for granulating a ceramic-based building material containing a fibrous material, by which the ceramic building material is granulated into a certain size to prepare as a fertilizer, a soil conditioner or the like having a small quantity of fine powder. SOLUTION: A pulverizing part 4 is provided with a hammer mill 8 and a screen 9 to pulverize the ceramic-based building material containing the fibrous material and a granulating part 3 is provided with an inside blade 19 and an outside blade 20 to granulate the material pulverized in the pulverizing part 4. The ceramic-based building material is pulverized at first in the pulverizing part 4 and granulated in the granulating part 3. Even if pulverized into powder in the pulverizing part 4, the ceramic-based building material is granulated in the granulating part 3 into the certain size so that the fertilizer, the soil conditioner of the like having a small quantity of fine powder is produced.
