PROBLEM TO BE SOLVED: To provide an IP network system capable of conducting normal communication and having high convenience by compensating the delay of phases of communication signals between base stations and synchronizing the communication signals between the base stations even when PHS base stations are distributed and arranged on the IP network. SOLUTION: The IP network system is provided with: a PHS base station 4a contained on an IP network (network) L1; a PHS base station 4b contained on an IP network (network) L2; a reference clock generator 2 arranged on the IP network (network) L1; and a relaying apparatus 3 for relaying a communication signal ST between the IP networks L1, L2 and relaying a reference clock pulse PR on the IP network L1 as a clock pulse PC onto the IP network L2.
