The invention relates to a device capable of forwarding to an underground shelter, following a public alert, satellite-transmitted images of the environment. This enables persons taking cover there to remain in connection with the world which surrounds them and to intervene, in their capacity as local authorities, through suitably taken measures forwarded by telephone to the civil security teams already deployed. It consists of a coaxial cable housed in a stuffing box sheath, and incorporated into the reinforced concrete structure of the shelter 1. Through its outer end, which is fixed into a connection box 2, it is linked to the underground fibre-optic cables joined to the satellite distribution network 3; through its inner end, it is plugged into the combined battery/mains television receiver 4 supplied, in the event of a power cut, by a cadmium-nickel battery 5. The device according to the invention is particularly intended for prolonging the active survival of local authorities. <IMAGE>
