PURPOSE: To selectively connect plurality of user lines and plurality of service lines. CONSTITUTION: A cable management device(CMS) is stored in a cabinet 10 and it has plurality of first circuit cards 20-1 to 20-n and second circuit cards 22-1 to 22-n, which are respectively connected to a central substrate 24, plurality of card edge connectors which are arranged in parallel in an orthogonal relation and card edge connectors on both sides of the central substrate 24. A matrixlike opening is formed on the central substrate 24 at the crossing part of the card edge connectors. The arbitrary ones in the first and the second circuit cards 20-1 to 20-n and 22-1 to 22-n are mutually connected by pin members passing through them. A part of the opening matrix of the central substrate 24 has a function for mapping the characteristics of the circuit cards 20-1 to 20-n and 22-1 to 22-n on which identification coding is executed and which are connected to the card edge connectors by a controller 26.
