PROBLEM TO BE SOLVED: To obtain a surface coating agent which gives a cured film excellent in abrasion resistance and antistatic properties by using a specific photo- or thermally polymerizable compd., a specific organopolysiloxane, and a specified amt. of an electrolytic salt. SOLUTION: This coating agent comprises 100 pts.wt. photopolymerizable compd. having at least two (meth)acryloyloxy groups or 100 pts.wt. thermally polymerizable silane compd. having at least two ether and/or ester groups, 0.05-20 pts.wt. organopolysiloxane represented by the formula (wherein R<1> is a monovalent org. group; R<2> to R<4> are each alkylene; R<5> is H or a monovalent org. group; m is an integer of 0-100; n is an integer of 1-100; and (a) and (b) are each an integer of 0-100 provided they are not simultaneously 0), and an electrolytic salt in a molar amt. of [(0.005-1.5)×(the number of R<3> O and R<4> O groups in the organopolysiloxane molecule)] per mol of the organopolysiloxane.
