PROBLEM TO BE SOLVED: To provide a planar heating body not liable to cause spontaneous ignition and with a small aging variation of its resistance value by arranging an electrode after mixing and kneading specific quantity of electrically conductive potassium titanate (C) on blended wax with a specific softening point, forming the electrode by holding it between a polyester sheet and nonwoven fabric. SOLUTION: Resins or the like is mixed to wax so as to obtain blended wax prepared for softening point 50 to 100 deg.C (ignition point, about 262 deg.C), 100 part of this prepared wax is heated and melted at a temperature within 80 to 130 deg.C and 70 to 30 part of electrically conductive potassium titanate (C) consisting of K2 O.nTiO2-x /C is mixed and kneaded thereon. As this potassium titanate (C), whisker of about 0.3 to 0.6μm in diameter, 10 to 20μm long is preferable and obtained by applying conductivity realizing process on the surface. Electrode 5, 6 are installed in arrangement on thus obtained mixed and kneaded wax 1 and sandwiched and formed in such a tool to which polyester non-woven cloth 2 is stretched inside surface of the polyester sheet so that a planar heating body 4 which is thin and has widely designed heating temperature may be obtained.
