PROBLEM TO BE SOLVED: To easily adjust the level position of a vehicle upper structure in the stationary state of a vehicle by building up the pressure of a pumping chamber by a driving element, and compensating pressure between the pumping chamber and an operating chamber by opening a corresponding valve. SOLUTION: An actuating piston 18 at the end part of a piston rod 2 is slidably fitted to an actuating cylinder 1 in a strut, and a strut body is divided in a high pressure chamber 6 and a low pressure chamber 5 by an intermediate wall. The high pressure chamber 6 is divided in two upper and lower chambers by an annular separating piston 19, and gas is charged in a chamber 6a between the piston 19 and the intermediate wall. The low pressure chamber 5 is communicated with the high pressure chamber 6 through an opening 20, an operating chamber 4, an inlet valve 21, a pumping chamber 7, an outlet valve 22 and an operating chamber 3, and a driving element 9 constituted as a cylinder unit 11 is connected in a communicated state to the pumping chamber 7 through a flow passage 10.
