PROBLEM TO BE SOLVED: To track moving bodies at the point of time when going directions of moving bodies are changed in the case that individual moving bodies cannot be distinguished in a picture where plural moving bodies exist. SOLUTION: A difference device 4 calculates the difference between a picture at a time (t) stored in a picture storage device 3 and a picture at a time t+Δt obtained by a TV camera to extract a moving body area. A moving body picture extractor 6 extracts a picture corresponding to the moving body area from the picture storage device 3, and feature points are extracted by a feature point extractor 7. A moving vector extractor 8 extracts extents of movement of parts, to which feature points correspond, in the picture obtained at the time t+ΔT. A direction histogram generator 9 generates a direction histogram from directions of movement vectors, and division based on the distribution of the histogram is performed by a histogram divider 10. A moving body area divider 11 divides the moving body area by a partial set of movement vectors. A moving body tracking device 12 stores centroid coordinates and an average movement vector changed with time of the moving body area to obtain a locus.
