SOLUTION: When detecting fave <= fmin, a pump command frequency fi in a specific period T1 is reduced at a pump command frequency reducing speed▵fv to start a command to a variable speed control device, and at the same time, when P>Po-▵P is realized in the period T1, reduction in the pump command frequency fi in the specific period T1 is continued, and after P<Po-▵P or the period T passes, operation is returned to control commanded to the variable speed control device without reducing the pump command frequency fi to control so as to repeat the operation again after a period T2.
