PROBLEM TO BE SOLVED: To solve a problem that a heating device may not fully function when heating a narrow-width paper, because heating unevenness should be prevented from occuring through full-length heating area, by lowering heating throughput in order to heat the paper under the worst heating conditions in materials and environment. SOLUTION: In the apparatus, there are provided a plurality of independently drivable heating elements, a heater selecting means for selecting a heating element in which at least one heating element among the plurality of heating elements is different in the heating width from other heating elements and drives a paper depending on the width, a heating condition detecting means for detecting fluctuation of the heating condition, and an instruction means for instructing an additional drive of another heating element to the heater selecting means upon receiving a signal for detecting degradation in the heating condition from the heating condition detection means.
