PROBLEM TO BE SOLVED: To share duplicated informations of contents in event reports between the event reports to reduce a volume of the event reports, and store thereby a lot of event reports in a limited storage area. SOLUTION: An NE is provided with the storage area 28, and a class constituting table 29 connected to a data management control part 23 included in the CPU 27, in which attributes name registered in a fundamental data storage area 25 are stored a class name by a class name that is one of the attributes contained in the event report. The CPU 27 is provided with a data reception- processing part 21 for recognizing generation of an event such as a device alarm, a data transmission-processing part 22 for transmitting the event report indicating the content (attribute) of the generated event, and the data management control part 23 for registering the event report in the storage area 28 when the event is generated, and for restoring the event report when the event report is transmitted.
