PURPOSE: A heating and cooling system using heat pipe and thermoelement is provided to heat and cool as well as supplying hot water. CONSTITUTION: A system includes an air current generating part comprising a plurality of heat pipes(150) successively and vertically installed in a plurality of horizontal heat radiating members(152), heat conducting bodies(140,160) formed on upper ends and lower ends of the heat pipes and a blower fan(350) blowing air current from front sides of the heat pipes; an antifreeze liquid circulation part comprising an upper water tank(110) and a lower water tank(180) installed on outside of an upper part and a lower part of the heat conducting bodies and connecting pipes(114) and a circulation pump(184) connected between the upper water tank and the lower water tank to circulate antifreeze liquid in the upper tank and the lower tank; and a few thermoelements interposed between the heat conducting bodies and the water tanks to generate heat or cold.
