PROBLEM TO BE SOLVED: To aim at an energy saving of an operation level control unit and enable it to be manufactured at low cost.

SOLUTION: A control part UN1 of a control unit UN has a human body detection decision part UN11 deciding whether a human body detection sensor is outputting a human body detection signal or not, and a second control level instruction part UN 16 transmitting an instruction information instructing an operation at a third operation control level LVL3 to a lighting device LN when a first elapsed time TM1, which is the amount of time elapsed from the time when the decision is changed hat the first time deciding part UN15 is not outputting the human body detection signal, is decided to be longer than a first threshold TL1.
