PROBLEM TO BE SOLVED: To obtain an org. resin material which inhibits the surface staining due to reaction by-products from occurring and forms weather-stable rust in a short time on the surface of a steel material by incorporating a specified amt. of chromium sulfate into the same. SOLUTION: Chromium sulfate in an amt. of 0.1 % or higher but lower than 1.0 wt.% is incorporated. The concn. of chromium sulfate is wt.% basd on the solid content of the compsn. excluding volatile components such as water or org. solvents. Examples of the base resin of the compsn. are an epoxy resin, a urethane resin, a vinyl resin, a polyester resin, an acrylic resin, an alkyd resin. and phthalic acid resin. The compsn. may be oil (solvent)-based or water- based. A body pigment, a rustproof pigment, and other additives such as a thixotropic agent, a dispersant, and antioxidant may be incorporated into the compsn. An iron, copper, or zinc compd. or phosphoric acid may be incorporated as it is or as a water soln. into the compsn. The compsn. is applied pref. in a dry thickness of 5-150μm.
