PROBLEM TO BE SOLVED: To provide a method for enabling a base-isolation building to be optimally designed by means of a necessary and minimum number of wind- resistant fixing devices in accordance with a wind load based on average wind velocity for a design in a building site, and a method for erecting the base- isolation building using the wind-resistant fixing device, which is produced by the method for enabling the design of the base-isolation building. SOLUTION: The base-isolation building 1 is provided with a foundation 2, an upper structure 3 installed movably in the foundation 2, and the wind- resistant fixing device 10 for regulating the movement of the upper structure 3. The installation number of the wind-resistant fixing devices 10 is determined by comparing the wind load with a wind-resistance load per device 10. The wind load is calculated in accordance with the average wind velocity for the design, which is determined from a plurality of preset levels of wind velocity and areas classified according to wind in the building site for the building 1.
