PROBLEM TO BE SOLVED: To provide a fuel injection valve capable of effectively promoting the atomization of fuel after injection and improving the injection responsiveness of fuel. SOLUTION: This fuel injection valve is provided with a valve seat member 3, forms a lateral passage 38 communicating with the downstream end of a valve seat 8 and a swirl chamber 39 in which the downstream end of the lateral passage 38 is opened in the tangential direction between an injector plate 36 joined with the front end face of the valve seat member and it, and is formed with fuel injection holes 40 for injecting fuel to which swirl is given in the swirl chamber 39 in the injector plate 36. The fuel injection holes 40 are arranged by offsetting them by a predetermined distance e onto the upstream end side of the lateral passage 38 from the center of the swirl chamber 39.
