<p><P>PROBLEM TO BE SOLVED: To provide an agent for making hazardous substances harmless, being highly effective for making hazardous substances in a wide-ranging contaminated zone or in a great amount of incineration ash harmless, and having a long shelf-life, and favorable and convenient for treatment and transfer as product. <P>SOLUTION: The agent decomposes, modifies, or adsorbs to make hazardous substances in a contaminated matter harmless. The agent is a solid or liquid matter obtained in the following processes. A highly carbonaceous and porous powder-carbon is dispersed in a prescribed amount in a highly permeable water obtained by atomization treatment of water-molecule cluster. The fluid dispersion is solidified by using oil and alkali components.
