PROBLEM TO BE SOLVED: To provide a surface treatment method which aims simplification and acceleration of a process and decrease of the expense of a raw material by the processing which is thin film and high speed beyond a conventional method and gives constant density and color tone continuously on the surface of a substrate, performs the perfect concealment of a substrate color and the raise of designing nature of the surface of a board which are impossible in a conventional surface treatment method, and can provide a cheap and high quality decorative board which consumers want, moreover in which recycling is made easier than that of a conventional method. SOLUTION: In order to obtain surface smoothness and to conceal the quality of material of a substrate, an aqueous resin impregnated paper impregnated with an aqueous resin which conserves density of constant amount beforehand and a body color for color tone homogenization in a making process is stuck continuously through an adhesive to a wooden board or an inorganic board substrate. The smoothness of the surface is given by performing a sanding processing to the paper, thereon a surface treatment by laminating in which a film for the coating of the surface color is stuck with an adhesive and a surface treatment by coating in which a coating material is applied and hardened are performed.
