PROBLEM TO BE SOLVED: To provide a management information recording and reproducing device for executing the recording of management information and the highly precise reproduction of recording management information in a simple operations through a plurality of running routes of a storage medium. SOLUTION: Upon inputting a recording signal or a reproduction instruction from a computer connected with a control circuit substrate 28 provided at an electronic equipment 24 to a recording and reproduction processing circuit unit 1 fixed to the central part of a CD 10, a recording signal or a reproduction command modulated by the recording and reproduction control circuit pattern of the control circuit substrate 28 is supplied from an antenna pattern 18 of an antenna substrate 29 to a CD 10 mounted from a mounting opening 30 or the recording and reproduction processing circuit unit 1 of the CD 10 in a CD case held in front of a reading window part 31. Thus, the recording and reproduction of management information in a non-contact state can be easily operated through the antenna substrate 29 by integrating the whole routes of the manufacturer, distributor, wholesaler, and sales and rental shop, and a quick countermeasure on the occurrence of a problem at the reading of the management information and the reduction of the running costs of the CD 10 can be attained.
