PROBLEM TO BE SOLVED: To provide a method for industrially advantageously manufacturing a cylindrical film with a gusset. SOLUTION: A pleat forming device comprising a first nip roll; a second nip roll; and a gusset roll cylinder arranged therebetween is used, and by supplying air to the internal part of the cylindrical film supplied in a gusset cylinder, the cylindrical film is forced into adhesion to a gusset cylinder to manufacture a cylindrical film with a gusset. In manufacture of the cylindrical film with a pleat, the gusset cylinder having an opening part is used, a knife is caused to enter through the opening part to form a cut part in the cylindrical film and a nozzle for air is caused to enter the cut part and air is supplied to the internal part of the cylindrical film.
