PROBLEM TO BE SOLVED: To obtain a readily available and simply applicable plant growth regulator having a broad action spectrum, to provide a method for promoting growth of plants using the such plant growth regulator, a method for preventing plant diseases and a method for increasing sugar concentration of fruits. SOLUTION: This plant growth regulator comprises an iodine-cyclodextrin clathrate compound containing 5-35 wt.% iodine based on the total weight of the iodine-cyclodextrin clathrate compound.
