PROBLEM TO BE SOLVED: To provide a moving picture coding technique of reducing a coding amount of coding information to improve coding efficiency by deriving candidates for prediction information used in motion-compensated prediction according to a situation.SOLUTION: An inter-prediction information deriving unit 104 derives inter-prediction information candidates from inter-prediction information of a prediction block neighboring to a coding target prediction block or a prediction block present at the same position as or near the coding target prediction block in a coded picture temporally different than the coding target prediction block. A valid merge candidate supplementing unit 135 supplements inter-prediction information candidates having the same prediction mode, reference index and motion vector values until the number of inter-prediction information candidates reaches a designated number of candidates when the number of inter-prediction information candidates is smaller than the designated number of candidates.SELECTED DRAWING: Figure 28
