PROBLEM TO BE SOLVED: To provide a safety confirmation server and other related arts capable of more easily and certainly confirming the safety of a disaster sufferer in a disaster area.SOLUTION: Provided is a safety confirmation server which is communicably connected to a user's portable terminal 200a and the server comprises: a first inquiry unit 310 for making a safety inquiry to the user via an application which is installed in the portable terminal 200a and easier to operate than email; a first determination unit 320 for determining whether the user's reply has arrived via the application; a second inquiry unit 330 for making another safety inquiry to the user via email when the first determination unit 320 has determined that there was no reply from the user; and a second determination unit 340 for determining whether the user's reply has arrived via email.SELECTED DRAWING: Figure 6
