PROBLEM TO BE SOLVED: To provide a light-emitting element mounting substrate having excellent heat dissipation and reflection characteristics, and to provide a light-emitting device.SOLUTION: A light-emitting element mounting substrate includes a white insulating base 1 on which a plurality of ceramic layers 1a, 1b, 1c are laminated, and having a light-emitting element mounting part 3 on the surface, a through conductor 5 penetrating the ceramic layer in the thickness direction in the insulating base 1, and a conductor layer 7 connected with the through conductor 5 and formed on the principal surface of the ceramic layer. The conductor layer 7 has a different depth in a part 7a connected with the through conductor 5, and in a part 7b separated therefrom. The distance tfrom the surface at the part 7b separated from the through conductor 5 is larger than the distance tfrom the surface at the part 7a connected with the through conductor 5. |
