The present invention relates to an apparatus and a method for reconstructing a multi-resolution X-ray image, which provides a multi-resolution three-dimensional X-ray image in which a predetermined region of interest has a higher resolution than a surrounding region. To this end, the present invention comprises: a projection X-ray image acquisition unit for acquiring projection X-ray image data of a subject; an image divisional unit for dividing the projection X-ray image data into a surrounding region and a region of interest; an image reconstruction unit for reconstructing the surrounding region at a preset resolution and reconstructing the region of interest so as to have a higher resolution than the resolution of the surrounding region; and a display unit for displaying the reconstructed surrounding region image and the reconstructed region of interest image together.
