In a terminal, a receiving module receives downlink scheduling information of a downlink subframe F(i, j); the preconfigured downlink subframe set M in which the downlink subframe F(i, j) is located is divided into N preconfigured downlink subframe subsets; the number of bits of a hybrid automatic repeat request-acknowledge (HARQ-ACK) required to be fed back by each downlink subframe in a preconfigured downlink subframe subset is a pre-confirmed value, and any of the numbers of bits of the HARQ-ACK fed back by the downlink subframe of different preconfigured downlink subframe subsets are different; a processing module generates a HARQ-ACK codebook according to downlink data, and after encoding, uplink control information is generated; a sending module sends uplink control information, and may support a situation in which the number of bits of the HARQ-ACK that must be fed back by the downlink subframes on different aggregated carriers is different. |
