Provided is a new water-soluble cross-linking agent that can cross-link a water soluble polymer such as PVA. The cross-linking agent is represented by general formula (1) or general formula (2). In general formula (1), X1 each represent -O- or -NR-, R represents a hydrogen atom or a substituent group, X2 represents a nitrogen atom, and R1 represents a hydrogen atom or a substituent group. The dotted line portion forms a ring containing a boron atom, 2 of X1, and X2. In general formula (2), X1 each represent -O- or -NR-, R represents a hydrogen atom or a substituent group, X3 represents -OR22 or -NR23R24, and R22 to R24 each represent a hydrogen atom or a substituent group.
