PROBLEM TO BE SOLVED: To improve coding efficiency by reducing the code amount of a quantization parameter.SOLUTION: In a video coding device which codes a video in block units while a first block into which each picture of the video is partitioned at a predetermined size is further partitioned into one or a plurality of second blocks, a quantization parameter calculation unit 110 calculates a quantization parameter of a second block; a predictive quantization parameter derivation unit 114 derives a predictive quantization parameter of the second block by using quantization parameters of a third block close to the left of the second block and a fourth block close to the top of the second block; a differential quantization parameter generation unit 111 generates a differential quantization parameter of the second block on the basis of a difference between the quantization parameter and the predictive quantization parameter of the second block; and a first coded bit sequence generation unit 112 codes the differential quantization parameter of the second block. |
